一个反腐败成功条件的分析框架,应该包括五个必要条件:领导人的政治决心、反腐败法律(立法)、反腐败机构和体制(执法)、反腐败战略、人民大众的支持。我国未来反腐败制度改革的关键是反腐败机构和体制。改革的方案应是纵向垂直、横向整合、授权充分、分步实施。一是对反腐败机构内部进行垂直化改革;二是对反腐败机构进行整合改革;三是通过体制改革和立法对反腐败机构进行充分授权;四是通过体制改革设置与反腐败机构权力对应的外部和内部制约机制;五是对党纪和法律的某些关系做出必要的调整。

The analysis framework should include the five prerequisites for the success of anti-corruption.The five prerequisites include the political will of top leaders,anti-corruption laws,anti-corruption agencies and system,anti-corruption strategy and the support of people.The reform of anti-corruption agencies and system becomes the critical points in reforming the anti-corruption system in China in the future.This system should be centralized along the vertical dimension,merged with other agencies,empowered adequately and carried out step by step.Firstly,vertical reform should be made in the interior parts of anti-corruption bereaus.Secondly,it’s necessary to carry out the reform of adjusting and integrating anti-corruption bereaus.Thirdly,anti-corruption bereaus should be adequatly enpowerd through systematic reform and legislation.Fourthly,external and internal restricting institutions must be established in accordance with the power of anti-corruption bereaus.Last,necessary adjustment should be made in terms of the certain relationship between party disciplines and laws.
